Harass

To harass is to wear an opponent down with attacks or abilities during laning.

It can create a kill window or force a recall, but spending too many resources on each attempt leaves the attacker vulnerable.

Effective harass also considers the wave: damaging an enemy while missing many minions can be a poor trade.
